If you intend to do business with the government, you must register with PPDA. However, registration is not mandatory unless you wish to participate in public procurement processes. Only suppliers who seek to do business with the government are required to register with PPDA.

Yes, you can participate in the bidding process without a PPDA certificate. However, you cannot be awarded a contract without one. If you win a bid but do not yet have a PPDA certificate, the procuring entity is required to give you reasonable time to complete the registration process before awarding the contract. Lack of a PPDA certificate should not be a reason for exclusion from the bidding process.
